Which monitor? It sounds like one of those that is really for a TV using HDMI input, where there can be incompatibility.

but my question was whether there might be a computer/video card that should be tried first before I resort to the stretching buttons on the monitor.

It is a Sceptre Naga that is designed for both TV & monitor use. 1028 X 1920 or something like that for resolution.
The question is: fix this in the computer/video card software OR in the monitor?
Change the Refresh rate to 60 HZ. When set higher (which Windows 7 seems to like to do), the image does not fill the screen...

Follow the directions on the link I listed - that's why it was in the message... ;-)
Changing the resolution. I spoeak from personal experience here as a Windows 7 system I use gere was set to 85 Hz and had black bars at the top and bottom of the screen. Changing to 60 hz resolved things...
Why the question, out of curiousity?
My guess is that the image is "out of range" of the monitor, however I have no clue why...
If it has VGA input you should try that. It looks as though others have had problems with Sceptre Naga displays and newer ATI cards:
