I just got a new computer with Win 7 on it.  It recognized my old 37" monitor by name and selected the correct native resolution.  The only thing odd is that the picture does not fill the screen.  There is a border of about 2" of black around the picture.  I could probably fiddle with the monitor settings and stretch the picture, but I am wondering if there is a setting in Win 7 that is more appropriate to use.
The video card is a HIS Radeon HD 4650 512 MB.

Check the monitor front for controls that will let you stretch the display to fill the screen.  Many even have a AUTO function that will fill the screen at the touch of a button

So, time to dig out the monitor manual and see what you have available

Which monitor? It sounds like one of those that is really for a TV using HDMI input, where there can be incompatibility.

but my question was whether there might be a computer/video card that should be tried first before I resort to the stretching buttons on the monitor.

It is a Sceptre Naga that is designed for both TV & monitor use.  1028 X 1920 or something like that for resolution. 

The question is:  fix this in the computer/video card software OR in the monitor?

Change the Refresh rate to 60 HZ.  When set higher (which Windows 7 seems to like to do), the image does not fill the screen...

I see that the link you included in your msg. tells exactly how to go about doing it.  Thanks.
I assume that I should give that a try first, i.e., change to 60 Hz, then if that does not work, I have two options:
Change the picture size using the monitor buttons or using the Video Card Radeon software per the following message from Dan.
Which is the most desirable and which the least desirable way of fixing this situation?

Say Dale,
I have an LCD monitor (MAG) that I was trying to use with my new Win 7 machine.  Every time I turn it on, I get an image but only for a second, then the screen goes black.  I can keep doing this:  turning the monitor off, then on, seeing the Desktop for a second, then the screen goes black... turn it off, then on, get 1 sec of picture, then black, etc.
What might be causing this Dale?  Hardware, software?

I doubt if there is much difference. You could try one and if you run out of range before you have the size you want, try the other.

I just noticed your reference in Message #1 to "native resolution." Is this an LCD panel? If so, one method may turn out to have fewer sampling artifacts as you attempt to map the electronic bits one-to-one to the physical display pixels.

Changing the resolution.  I spoeak from personal experience here as a Windows 7 system I use gere was set to 85 Hz and had black bars at the top and bottom of the screen.  Changing to 60 hz resolved things...

Why the question, out of curiousity?

My guess is that the image is "out of range" of the monitor, however I have no clue why...

If it has VGA input you should try that. It looks as though others have had problems with Sceptre Naga displays and newer ATI cards:

Yes, 37" Sceptre LCD monitor.

In that case I would try Dale's tip first. AFAIK 60Hz is the only supported rate for that monitor at that resolution.
