I have two computers:

Desktop                      Laptop
Pentium P4, 3GB      Celeron 1.4 Gb
512Mb Ram                1200 Mb

The laptop runs very slow.  The number of programs (processes) on both is about the same.  There
is no malware that I can detect.  I use Process Explorer to track what is happening.  A significant
difference that I can see is that the Desktop % allocated to Hardware Interrupts is negligible
where as the Laptop % allocated to hardware interrupts can be quite high when changing
programs or even moving the mouse.  It takes a longer time to change programs with the Laptop
even though it has more RAM.   When booting, the Microsoft welcome chords are broken up as
if the Laptop is trying to do something else before finishing the musical notes.    The hard drive
also seems to be working even when the computer is in standby mode.
Does anyone have any thoughts?

I assume you mean 3 GHz and 1.5 GHz, not GB.

The processor on your desktop is twice as fast as your laptop's CPU. That makes a big difference. Over twice the RAM does not make up for that much difference in the CPU speeds. RAM speeds things up only when there is not enough memory available and the computer has to use the swap file. Also, the RAM on your laptop is probably slower than the RAM on your desktop.

I doubt whether the cpu speeds make a perceptible difference. What happens when you run the laptop in Safe Mode?       -Jerry

In safe mode boot up is faster and switching from program to program is faster but the %CPU
attributed to hardware interrupts is still quite high compared to the Desktop.

If it were my notebook and it is 4 or 5 years old and I wished to continue to use it, then I would probably give a new hard drive a try (but then I have work computers and software that I use to clone PATA or SATA notebook drives and if a new drive doesn't solve the problem, then sooner or later I'll find another home for the new drive). In the absence of such it is a great deal more work to try a new drive, but....

Check that the disk drive is running in UDMA Mode and not as slow PIO - normally Control Panel, System, Device Manager, IDE Controller, IDE Channel, Advanced Settings.

But one is 1.4 GHz and the other is 3 GHz. I can tell you from personal experience that the difference is VERY noticeable. I can tell every single day because one of my computers has a 1.3 GHz Celeron CPU and the other had a Sempron 3200+ (now upgraded to an Athlon 64 X2 4200+) ANYONE would notice the performance difference between them.

Of course, I can't say the CPU difference is responsible for whatever the speed issues are, but I'm not surprised that the desktop is noticeably faster than the laptop.

If you think a personal testimonial has value, Judy, consider that our 0.9 GHz machine appears to run faster than the new 2.8 GHz computer.

Open Task Manager and watch how often the CPU runs at its peak speed.

pretty much the same.  Percent for h/w interrupts still very high compared to desktop and welcoming chords are still broken up.  When
clearing the Load System Services h/w interrupts high but no welcoming music.

essentially the same thing.  because of that I tried to look at the Bios but the notebook BIOS has no
significant options.

Whew, had to figure out how to do that.  When I tried to paste the print screen  I got a message saying I had to change the security settings.  Finally did a jpg and attached.

It's probably due to some device or port misbehaving. In the following discussion, it was traced to the FireWire port.

   High CPU usage without any program running

Start by disconnecting hardware.

very interesting.  I've been disabling ports but no luck so far.  Think I''ll start removing programs I use very little to see if that makes any difference.
