Senate blocks census US-citizenship question (Netscape News article: Link )
In a 60-39 vote, the U.S. Senate defeated a move by Sen. David Vitter (R-LA) to ask people if they are citizens in the upcoming 2010 census. The Census Bureau estimates it would cost $1 Billion to add the question at this late date.
Sen. Vitter said, "The current plan is to reapportion House seats using that overall number, citizens and non-citizens. I think that's wrong. I think that's contrary to the whole intent of the Constitution and the establishment of Congress as a democratic institution to represent citizens."
However, the U.S. Constitution specifically calls for counting "people." Every census before has used the total number of people to allocate House seats. A citizen-based allocation would shift 3-4 seats to states with fewer immigrants.
What do you think? Was this another attempt to scout out illegal aliens? Wouldn't an illegal alien simply lie? And aren't legal non-citizen residents entitled to be represented in Congress even though they can't vote?
